from now until you do bleach it, stock up on specialty conditioners found at sallys, because your hair is going to be hay no matter what.

the hair that you posted is platinum / pearl blonde.

You need to bleach [off root] your hair till the second lightest level. then apply to the roots and blends in till all are the lightest. Apply the platinum blond or pearly blond as you desire. I suggest that you go to licensed hairdresser for better/even result.
